Does Reckon need an account?

No. There are no accounts, and nothing to sign into.

Why does it ask for camera access?

Only for the card-recognition tool, and only while you are using it. The camera is off the rest of the time, frames never leave your phone, and nothing is recorded. Details in the privacy policy.

Why does it ask for photo access?

To save a picture into your library. The permission is add-only — the app cannot see photos already in your library.
